Project charter
Formally authorizes the project and names the manager's authority.
A short statement that formally kicks off the project — what it authorizes and who is sponsoring it. This opens the charter document.
State what successful completion means, and the constraints already known — budget, data access, dependencies.
A short statement giving the project manager formal authority to run the project — to direct the plan, approve work and engage stakeholders across the organization.
"No formal budget established" is a valid and common answer — say so explicitly rather than leaving it blank.
