Committed hours are summed from actual task assignments across every project a person owns, spread across working days (weekends, holidays and change freezes removed). They're set against each person's configured weekly hours, less a reserve for support and on-call. Set hours and the support reserve on People & roles; assign work and dates on each project's WBS and schedule.
